Rate limits

Each key can make 200 requests per hour. That limit is about API calls, not audio minutes. A finished hour of audio still uses the Plus minute balance.

Successful responses include X-RateLimit-Limit and X-RateLimit-Remaining. When the hour is full, the API returns 429 and retry_in_seconds.
